Guidance on the new legal requirement for children with special educational needs to be included in mainstream education has been published by the ScottishExecutive. The new requirement, introduced as a result of the Standards in Scotland's Schools Act 2000, takes effect from 1 August 2003 and applies to all children attending school, nursery schools and classes, including non-local authority pre-school centres which receive local authority subsidy for places. The guidance urges local authorities to take account of information from pre-school and childcare staff, alongside other professionals and parents, when planning special needs provision, and clarifies the circumstances under which a mainstream setting may not be appropriate. Literacy hour leaves 'no time for thinking'

The national literacy hour is not giving children opportunities to learn how to speak and think for themselves, according to an academic study. Researchers from Durham and Leicester Universities have found that teachers feel under pressure to keep up the pace of the literacy hour and are asking children questions which require only brief and unreflective answers, rather than taking an open-ended approach that allows the children to express their views at length. The study found that just one in ten of the spoken contributions children make during the literacy hour is longer than three words, with only five per cent longer than five.

New nanny register campaign

A national working group of nanny agencies and nanny representatives is set to lobby the Government to introduce a register of nannies. The working group, whose 20 members include the Recruitment and Employment Confederation (REC), the National Children's Bureau, the Daycare Trust, the Chiltern College, the NSPCC and Nannytax, and agencies including Tinies Childcare and Nannies Abroad, was brought together by the Professional Association of Nursery Nurses (PANN).

'Start younger' on sex education

Sex education should begin early at primary school, a report by an independent advisory group on teenage pregnancy has recommended. In its second annual report, published last week, the Independent Advisory Group said it was 'disappointed' that primary schools had not followed the lead of secondary schools and endorsed Sex and Relationships Education, 'particularly considering evidence of earlier pubertal changes'.

The Government's vision of creating children's centres that are delivered in partnership with parents is 'not happening on the ground', education secretary Ruth Kelly was told at a conference last week. Ms Kelly made her first public address to the early years workforce at a Daycare Trust conference in London. But delegate Melian Mansfield, chair of the London Borough of Haringey EYDCP, said, 'You said in your speech that parents and children should be central to developing new children's centres. Rules relaxed on outdoor space

England and Scotland are among the countries having no national requirements governing how much outdoor space children's services should provide. An analysis of outdoor space regulations in ten European countries, carried out by the journal Children in Europe, found a general trend away from legal requirements that children have access to outdoor areas.
