(Photograph) - Children from Westminster Play Association and Camden Play Service celebrated National Playday on 6 August in London's Trafalgar Square. They highlighted research launched for this year's Playday that revealed 'grumpy' grown-ups prevent children from playing outdoors. Across the UK 100,000 children took part in the UK's biggest celebration of play, co-ordinated by the Children's Society and the Children's Play Council.

Concerns over tax credit fraud

Scottish nursery owners have warned that changes to the application process brought in when the new Working Tax Credit and Child Tax Credit were introduced in April have left the system wide open to abuse and that tax credit fraud may now be on the increase. In a change from the old system, nurseries have no way of knowing whether parents are claiming the childcare element of the tax credit, because the claim form no longer requires the nursery to confirm that the child is attending sessions. The onus is now solely on parents to complete the nursery's details on the form, including the name of the approved childcare provider, the registration number and registering body.

* A former children's television presenter has submitted a bid to operate London's first analogue children's radio station. Susan Stranks, former presenter of the ITV programme 'Magpie', submitted one of the eight bids made to the Radio Authority last week on behalf of Abracadabra, a radio station for children aged ten and under and their parents, carers and teachers, which launched a digital station earlier this year. In its application Abradcadra said it would meet its listeners' needs 'by playing a unique mix of music and speech, centred around fun and discovery for children, and parent-orientated entertainment and information for the grown-ups'.

The TUC said last week that high temperatures meant an increased risk of accidents at work and illness, and called on the Government to impose a maximum temperature of 30oC to protect workers from 'sweatshop conditions'. It said companies should provide all premises with air conditioning or fans when the maximum temperature was reached. The Department of Health has also issued health tips to help people keep cool and avoid heat-related illnesses. These include staying in the shade or indoors -especially between the hours of 11am and 3pm, using a minimum of factor 15 sunscreen, covering up when in the sun and drinking far more water.

The use of outdoor areas is the most critical issue in implementing the Foundation Stage, according to a survey of an education union's members working in primary schools. Sixty per cent of participants surveyed by the Association of Teachers and Lecturers (ATL) in last week's report, Firm Foundations?, identified the use of outdoor areas as a problem. Asked what was the most important difficulty they faced, 30 per cent picked outdoor areas - nearly double the proportion that selected the next most critical issues, planning and implementing the literacy and numeracy strategies.

The unit, part of the hospital's workplace nursery, has places for up to 12 babies. Aurea Jones, the hospital's director of human resources, said, 'We have been aware of the need for a unit for the under-twos for a long time, as we could not cater for our maternity leave returnees.' A 54,000 investment also included a refurbished nursery and outside play area.

Are we just here to pick up the pieces?

I feel that part of the problem with increasing bad behaviour in rising fives may be due to parents being reluctant to discipline their own children. But it is more likely that the most troublesome children are not properly bonded with their parents and may have been handed over to a range of people to be looked after from a very young age. They are angry with everyone and especially their parents because no-one is consistently there for them. Parents probably give the children frequent tellings off without properly talking to them and finding out what their problems are. Some parents have very little patience, as can be readily observed on any suburban street. Children get dragged along to all sorts of days out, and they get bored and tired.
