Babies born in Tayside are the first in Scotland to benefit from a national screening programme in which all infants have a hearing test in their first six weeks of life. The Newborn Hearing Screening service is based at maternity units in Perth Royal Infirmary and Ninewells Hospital, Dundee, and is backed up by clinics and home visits in Tayside and Angus.

Day nurseries in England are being urged to promote socially responsible business practice to underline their pivotal role in the lives of children, parents and the community. The National Day Nurseries Association (NDNA) said it wanted day nurseries to be 'recognised for the contribution they make to their communities and society as a whole, and not just as another sector of business'. The NDNA campaign, outlined in a policy paper, Childcare - A socially responsible business, will run throughout 2003 and includes a day conference in London early in the new year as well as training courses nationwide.

Believe it or not, earnings in the nursery sector are rising sharply. Ruth Thomson looks at the reasons behind pay and staffing trends Staff shortages and rises in the National Minimum Wage (NMW) are pushing childcare sector salaries ever higher, with some nursery staff enjoying pay increases of more than 10 per cent in the past year, according to a new survey covering 388 nurseries. The rises bring the median pay range of qualified nursery nurses to 9,200-10,500, while that of managers now stands at 14,600-18,000.

Early years practitioners broadly support Government plans to give school governing bodies in England new powers to offer services to the local community, such as childcare. Ninety per cent of respondents welcomed the proposals in a Department for Education and Skills consultation, 'Better Beginnings - Improving quality and increasing provision in early years education and childcare', published earlier this year. But some thought that governors should not be expected to provide such services without substantial extra resources and training, while others worried that governing bodies would view extended services as a profit-making venture, and suggested that the quality of provision should be closely monitored. On other issues, 10 per cent welcomed the proposal to replace the current baseline assessment arrangements with a single national profile at the end of the Foundation Stage, based on the Early Learning Goals, while 2 per cent were strongly opposed, arguing that this would inevitably lead to the construction of league tables of performance for early years providers. Six per cent regretted the demise of the registered nursery inspector. They were concerned about the quality of Ofsted inspections and felt many inspectors did not have in-depth knowledge of the Foundation Stage.

Loophole left in child protection

The Scottish Executive moved to strengthen its proposed child protection legislation last week, but faces demands for further action after failing to close the loophole that leaves privately-hired nannies unchecked. Michael White, Scottish regional officer of the Professional Association of Teachers, said he plans to write to the Executive to seek further amendments to the Protection of Children (Scotland) Bill. 'There is a loophole there. While nannies hired through agencies are regulated, those taken on privately are not,' he said.

Scottish Executive consultation extended

The Scottish Executive has extended to 28 February the time allowed for responses to a consultation on how best to improve children's dental health. Published in September, the consultation points out that more than 60 per cent of children from areas of severe deprivation have dental disease by the age of three, while 55 per cent of all Scottish children have dental disease by the age of five. The consultation seeks views on healthy eating and health promotion, enhancing dental services and alternative ways of using fluoride.
