It is a shame that it has taken the realisation that we need to have a national registration scheme to be highlighted by the Bichard report instigated by the tragic deaths of Holly Wells and Jessica Chapman. Let's now hope that the Government and the DfES act quickly before another horrendous tragedy strikes - and it will unless we tighten up our registration process. The National Day Nurseries Association has proposed a childcare passport, which would include verification of CRB checks and qualifications, but this is still not enough - we should all be doing that already. CRB checks are a starting point but only highlight the offenders that have been caught. As for verification of qualifications, what good would that have done in the case of Huntley? We want to know that a person is clear of any serious allegations that did not go to trial which should stop them from working with vulnerable people, including the disabled and elderly.

Ofsted acts on childminders

People who work as unregistered childminders are not technically breaking the law - until they get caught, Ofsted said last week. The admission by the independent inspectorate of a 'semantic' legal loophole allowing people to work as unregistered childminders has worried early years organisations. An Ofsted spokeswoman said of the loophole, 'It's a matter of semantics, but it is not technically against the law to work as an unregistered childminder. But once an enforcement notice is issued against such a person, then it is.'

Parents who smack their children too hard should not be jailed as long as the intention was to punish rather than injure, senior judges have recommended. The Sentencing Guidelines Council rules published last week state, 'Where an offender only intended to administer lawful chastisement and relatively minor injury resulted that was neither foreseen nor intended, custody will not normally be appropriate.' But Tony Samphier for the Children Are Unbeatable! Alliance called the guidelines 'a backward step, entrenching further legalised violence against children.'

Children's play Council loses head

Tim Gill has resigned as director of the Children's Play Council (CPC) and the charity is now recruiting his replacement. For the past ten years, Mr Gill has helped the Children's Play Council to become a major player in making the case for play and playwork, and to enjoy widespread public and government support for its work. He will be leaving to pursue a freelance career in writing and consultancy work. He said, 'I want to explore in more depth some of the issues that most interest me, and to be involved in some on-the-ground projects that address children's lives and childhood today.'
