My own setting and many others charge fees in excess of this funding. The children's parents are therefore paying a top-up fee and are not receiving a free place.
I believe it should be described as a funded place so it does not cause confusion. At the moment parents are not being given the correct information and many assume that regardless of the nursery's fees, they are entitled to a free place, causing considerable upset.
