
The Institute for Fiscal Studies’ (IFS) final report into the impact of access to Sure Start early in life on children’s development until age 16, reveals the programme improved educational outcomes and health, reduced school absences and less severe special educational needs and disabilities (SEND).
It estimates that every £1 of up-front spending on Sure generated £2.05 in total benefits over the long run.
However, it acknowledges that Sure Start was not a silver bullet as it had few impacts on intensive specialist services such as Education, Health and Care plans (EHCPs). It’s effect on social, emotional and behavioural development are also less ‘clear-cut.’
