Local authorities' inconsistent charging rules place early years providers under additional pressure to deliver funded offer

Inconsistent charging guidance from local authorities is putting additional pressure and stress on early years providers ahead of the expansion of the funded offer.

Research by National Day Nurseries Association (NDNA) reveals local authorities are taking a mixed approach to implementing the Government’s guidance on delivering the funded offer. 

Its poll of nurseries covering over a quarter of all local authorities in England, finds that almost one in ten councils are still in the process of reviewing their provider agreements.

Responses from providers in 45 per cent of council areas reported having to sign up to new agreements between the new guidance being published in February and April just gone.

Findings from the poll also reveal that the length of agreements can vary greatly from council to council. The average length of an agreement for delivering funded places was 31 pages long, however some providers reported having to sign agreements up to 60 pages in length.
