A review by Conservative MP John Bercow said in its initial findings that early intervention was essential but was not always recognised as a priority by children's services, including health and education.
The report said, 'Despite the hard work and commitment of many professionals, too many families find the experience of securing and maintaining support for their children difficult, protracted and stressful.'
There were 2,000 responses to the call for evidence online, with almost half from families, showing that many parents have strong views on current service provision.
The review team also visited children's centres, nurseries and schools and held consultation groups with parents, children and young people.
Parents' experiences varied, with some reporting that they had to 'fight' to get the right assessment and support.
One said, 'I had to do a lot of phoning and have got to a lot of dead ends before I can find out the information I need.'
One mother said, 'He was taken for his two-year assessment and straightaway the health visitor got on to Sure Start. Straightaway they sent in a speech therapist and I was lucky.'
The final review, with recommendations for Government action, will be published in July.
