Top-up fees banned as NEG row goes on

Private and voluntary providers in Kent received letters from the local authority on Friday confirming that they are not able to charge top-up fees to parents for the free nursery education grant (NEG) entitlement. The letter, sent to nursery owners, confirmed that Kent County Council's proposed 'delegated conditions' document to which nurseries had been asked to sign up has now been withdrawn.

It stated that a document for 'full consultation' was being prepared with the new conditions due in the spring 'for implementation in April 2007'.

In July, Kent suspended the new conditions for the NEG after protests from local nurseries and met with DfES officials to air their concerns over the funding rules in the revised Code of Practice.

The latest letter appears to end weeks of uncertainty for private and voluntary nursery providers about the new rules for the NEG for three- and four-year-olds.
