Qualified staff levels set out for standards

Just half the staff in any pre-school setting should be required to be qualified under the new national standards - whether to NVQ2 or NVQ3 level - the Scottish Executive proposed last week. The proposed qualification standard is set out in an annex to a letter sent out last week by Angus Skinner, chair of the national care standards committee, to accompany the second draft of the standards for regulation of education and childcare, which have been revised in the light of consultation.

The annex says any of the qualifications mentioned in the Scottish Executive document Working with Children will be acceptable. This includes qualifications at both levels two and three.

The move may disappoint some early years organisations, as qualification levels in many nurseries are already higher than those proposed. However, research carried out for the Executive and published in October suggests that many childcare settings will have some way to go to reach the requirement for half the staff to have any qualification at all. That study found that three in five childcare workers were unqualified.
