Government’s plan to use spare capacity in schools for nursery places 'unlikely to work'

The report from Frontier Economics finds that the policy might work better in London than in other regions where more spare capacity is expected, also that any spare places within schools are likely to be spread across classes.

Lead researcher, Dr Gillian Paull said the research suggests it ‘may be time to explore additional approaches for expanding nursery provision, by either supporting expansion of existing nurseries in schools or providing sufficient funding to encourage PVI settings to expand.’

The Government plans to create 3,334 new school-based nurseries, accommodating 100,000 additional childcare places, by converting classrooms left empty due to a decline in birth rates. It wants to focus on ‘under-served’ areas and to meet anticipated additional demand from the expansion of the funded hours.
