Some policies may go further and provide cover for the outbreak of such diseases within a certain radius of the nursery, usually 25 miles. There could also be a liability aspect to an E. coli outbreak. The liability sections cover accusations of negligence against the nursery and cover the area where claims for compensation are made.
So if the nursery was negligent in its hygiene procedures, for instance, and it could be shown that the E. coli outbreak resulted from this negligence, then the nursery might very well become liable to pay compensation to the victims. Since cover does vary from policy to policy, however, I would advise anyone who is unsure of the position to seek clarification from their insurance adviser.
