The charity 4Children is calling on the Government to set up Sure Plus Centres, a one-stop shop that would bring together youth services, health care, out of school facilities and parental support. Last week a report by the IPPR, Freedom's Orphans: Raising youth in a changing world, said British teenagers were the most delinquent in Europe. For details see www.ippr.org.uk.
