Association of Advisors for the Under-Eights and their Families (AAUEF) members were told last week they will not be allowed to share any information gained from being an Ofsted staff member within the AAUEF or contribute to any policy statements made by the AAUEF if they relate to the work of the Government or any political party. This effectively means they will be unable to hold positions within the association.
Members found out about the restrictions at their annual general meeting in Birmingham last week when Diane Trout, the AAUEF chair, read out a letter from Maggie Smith, director of Ofsted's Early Years Directorate. Ms Smith had been scheduled to speak at the meeting but was unable to attend due to a family bereavement earlier in the week.
Ms Smith's letter explained that staff are allowed to retain membership of any professional organisation, although all activities should be undertaken outside of work time. She said, 'At first sight these restrictions may appear draconian. However, you will understand that public servants employed in a government department, particularly with Ofsted's reputation for objectivity, cannot be seen to comment on the policy of Ofsted or the Government. To do so would create a conflict.'
Ms Trout said she had asked for clarification of the position because she was aware of restrictions on civil servants. 'These are similar to the restrictions placed on employees of county councils, who cannot comment on matters within the county without getting permission.'
She added that the AAUEF's primary concern was providing members with professional development and opportunities to network, and this would continue. The letter made it clear that Ms Smith was willing to discuss the issues further.
Ms Trout said, 'We are hoping that inspectors will still stay as members. The people taking on retained functions within local authorities will be able to take a greater role. I'm concerned at the moment because the make-up of the committees is weighted towards people working in regulation, but there are enough members if they are willing to take up roles.' Both Ms Trout and AAEUF treasurer Jo Bowen are transferring to the Early Years Directorate in September. They have been re-elected to remain in their positions until then, when they will have to step down.
