Reshaping the workforce to meet the demand for 'multi-professional' working outlined in Every Child Matters and the Children Act is already underway in Hertfordshire. He says: 'We have invested quite strongly in continuing professional development for early years staff, including childminders, through Hertfordshire Quality Standards.
'We also have a major package of measures to tackle recruitment and retention for our children's social care staff which has reduced vacancies in the last year by 50 per cent. This has been done through a combination of initiatives on pay and career progression, as well as giving opportunities for unqualified staff to get qualified.'
