Understanding the first steps to procurement reform

The Procurement Act 2023 is set to mark the most significant shake up of procurement policy in a generation. With £300 billion a year spent on public procurement, the Act will impact how one in every three pounds of public money is spent.

Those responsible for early years’ budgets may understandably view navigating these changes as a daunting task, especially when balancing day-to-day responsibilities. But there are ways to prepare procurement plans to ensure a consistent delivery of services.

A recent survey conducted by YPO and Education Insight, Challenges and Opportunities for Early Years Education Survey Report (2024), highlighted the demand for additional procurement knowledge and support. Almost a third (29 per cent) of participants said that they may need some support ‘procuring necessary supplies and services’.
