'Common sense' line on vetting and barring as review begins

A review of the Vetting and Barring scheme, the system of checks for those working with children and vulnerable adults was launched on Friday, following Government pledges to scale it back.

The scheme, which was due to start in July for new employees and people changing jobs, was halted by Home Secretary Theresa May in June (News, 15 June). The Government promised to bring the system of checks aimed at protecting children and vulnerable people 'back to common sense levels', amid concerns that it was disproportionate and infringed on civil liberties.

The final recommendations for the Vetting and Barring scheme will be announced in early 2011. The terms of reference for the review include the scheme's coverage, the appropriate function, role and structures of the safeguarding bodies and recommending what, if any scheme, is needed.

The review of the scheme has led to speculation that the Independent Safeguarding Authority, which was to deliver it, may be scrapped as part of the Government's 'bonfire of the quangos'.

The Home Office has also launched a review into the criminal records regime, which it says will aim to strike 'the right balance between respecting civil liberties and protecting the public'.

The criminal records regime review will consider whether those convicted of minor offences should have to disclose them to prospective employers.

Tim Loughton, children and families minister, said, 'Children must be protected when vulnerable and this is everyone's responsibility. Any vetting system should not be a substitute for proper vigilance by individuals and society. The pendulum has swung too far and threatens to drive a wedge between children and well-meaning adults. Such individuals should be welcomed and encouraged as much as possible, unless it can be shown that children would not be safe in their care.'
