Former chief inspector of schools, Sir David Bell, was commissioned by Labour ahead of the election to review eligibility for, and access to, affordable childcare provision, ways to increase the quality of early years provision, and a long-term plan for the workforce.
The TES has reportedly seen an unpublished letter in which Sir David, along with a group of experts, make recommendations to then shadow education secretary Bridget Phillipson, including increasing the early years pupil premium, introducing a new qualified teacher route for the sector, and for a commitment to more funding for primary schools to deliver on plans for classroom-based nurseries.
