Childcare policy: Strategy is 'missing goals'

The Government's ten-year childcare strategy is failing to deliver affordable and flexible childcare, according to the Daycare Trust.
In a report published this week, the Trust said the use of childcare by working parents had remained virtually unchanged, despite the free entitlement and the childcare element of the Working Tax Credit. More than one quarter of the families entitled to 12.5 hours of free childcare were still being asked to pay and only 3 per cent of parents were found to be receiving help through the Working Tax Credit.
