Pre-schools' plight

Many years ago playgroups were just a place for children to go and play and have fun. Parents ran them and worked alongside the children. There was no paperwork, no planning and no Ofsted.

Later, parents formed charity-run pre-schools. They had to have a committee which included a chairperson, secretary and a treasurer. It was their responsibility to employ staff, advertise the pre-school and generally oversee its running. They had to organise fundraising to buy resources.
