Balls launches consultation

Children should not be 'wrapped in cotton wool', but should be given the chance to learn and explore safely, children's secretary Ed Balls said last week.
Mr Balls was launching a consultation that he hopes will open debate among parents about children's safety. Proposals include a campaign to encourage parents to let children play outside. He said, 'Through playing and positive activities, children and young people learn to understand the opportunities and challenges in the world, and how to be safe.
