Work up to NVQ4, nurseries ordered

Some nurseries that have been inspected by the Scottish Commission for the Regulation of Care have been told that all managerial staff should be working towards a level 4 qualification in early years care and education - even though the SVQ4 has only recently been finalised and is not yet widely available.
