Mothers and childcare: policies, values and theories

Government childcare expansion is based on the assumption that parents (both employed) base their choice of services on cost-benefit analysis. This study of six distinct groups of mothers reveals that choice of childcare involves complex moral and emotional processes, in order to balance the needs of child and parents. The authors conclude that the assumptions underlying current childcare expansion policy are inadequate, and that the mere expansion of services is not enough.
