Scottish councils should tell us how they spend their top-sliced money, but they won't (News, 15 March). When I asked Aberdeenshire council I was told that the top-sliced money was spent in line with Scottish Executive recommendations. They give all providers the same per capita, yet our voluntary group pays £120 per week in rent and heat while others in community education buildings pay no rent.
