Last year's publication of Birth to Three Matters - a framework to support children in their earliest years was a hugely important step towards raising the quality of provision for children under three. What is now becoming clear, however, is that practitioners within all types of early years settings and Sure Start projects are often unclear what the framework should look like in practice. It is important that the Government now backs up the framework with training in under-threes provision, and there are, indeed, signs that the Sure Start Unit is recognising and responding to this need.
