SATs reforms need to go further, teachers declare

Teaching unions and early years organisations told the Government last week that its plans to reform SATs and place greater importance on teacher assessment at Key Stage 1 in England were welcome but did not go far enough. Education secretary Charles Clarke said he would introduce a trial from 2004 to embed Key Stage 1 tests in overall teachers' assessments, instead of publishing them separately, and let teachers decide when to test pupils.
