The Green Paper

Measures including the appointment of England's first minister for children, the Green Paper on children at risk and the introduction of Children's Trusts came under the spotlight at a one-day conference in London last week. 'Reforming Children's Services' considered how the Government, social services and voluntary sectors could work together. Speakers included Althea Efunshile, director of the children's and young people's unit, part of the new children and family directorate at the Department for Education and Skills, Claire Phillips, project manager of the Children's National Service Framework, and Roger Singleton, chief executive of Barnardo's.
