The Childcare Bill gained anunopposed second reading when it was debated in Parliament last week. Junior education minister Lord Adonis said the provisions of the Bill flow from 'the Government's commitment to improving the life chances of all children and their families, to tackling poverty and disadvantage and their causes and thereby promoting social mobility'.
