CWDC aims for higher but fewer qualifications

The Children's Workforce Development Council has outlined its vision to raise the number of level 3-qualified early years practitioners to 70 per cent by 2010, but it says that 'work' is needed to define what is a 'full' and a 'relevant' qualification.
