Two-year-olds deny children pre-school

More than 300 children in Northern Ireland are missing out on a free pre-school place, despite the government's aim to provide one for every child in the year before they start school, early years organisation NIPPA said last week. Chief executive Siobhan Fitzpatrick said, 'The harsh reality is that 300 children in Northern Ireland entitled to a pre-school place will not receive funding.
