I am doing a reseach module on Birth to Three Matters and would love to hear your comments on the following question. Would you say that Birth to three is raisng standards or creating more paper work so there is less time to spend with the children?

I would discourage you from too much advance planning around Birth to Threes. It is more about observing the child & following their lead.See how their experiences link to the aspects in the pack, then think about how you can build on & extend their experiences.

No, B. to 3 Matters isn't about more paperwork. If you really read into it, it's giving you permission to take more time over routines such as nappy changing, feeding etc. & stresses the importance of things like snuggling in times. It also shows how important play & exploring everyday objects is, rather than going to lots of expense & time organising adult led activities.
