Planning Permission for childminders

I am currently in a battle with my local planning authority to get a letter of exemption for planning permission to care for a maximum of 6 children under 8. Has anyone had similar problems and how did they get it resolved?

They want a formal application costing £150 and taking eighteen months to process. Childminders are exempt as caring for a maximum of six children on domestic premises is not considered as changing the use of the property this is in the planning regulations. The registration process for childminders requires confirmation from planning departments that planning consent is not required. There are two planning departments in Powys one for people living in the national parks and one for people living in the rest of Powys. Powys County Council issue the necessary letter the same day but Brecon Beacons National Park won't. Any ideas?

Why are you making the planning application? I currently work for a council which has the same stipulations, but have been advised that so long as you dont go over your '6' under eights, then ofsted will be happy.
i have spoken to my local planning dept who say the issues are regarding noise levels, obstruction to other properties (cars for delivery and drop off of children)
