I don't think that there is a set date for L3 being minimum qualification, I think it just something that has been mooted about as a suggestion.
Lets face it, if minimum requirement was L3 it would have a tremendous impact on Private Nurseries as many rely on cheap labour in terms of unqualified and L2 staff. And what would these staff do, if they could not afford or were not able to complete a L3 ? What would the nurseries do with possibly losing half their staff because they don't meet the requirements ?
This goes back to the Government subsidising salaries in the PVI sector. Enforcing L3 minimum would not fit with the Governments plans for providing childcare.
There has never been a requirement fo all staff to be L3 qualified, before Ofsted took over it was 50% qualified to L3. I wouldn't hold your breath for this one.
