job promotion

i have two certificates, CCE and DCE. i had an interview to be a room supervisor in another class but my boss hasn't gone round to the interviews yet. another lady who wants the same post has just recently qualified june 2004.for the job one has to have atleast 1 year's experience i got 19mths and counting. do i report the boss to the head of the comapny or what. im in a dilemma please help.
