Hi Jo,
I agree well done to you. You have tried to do the right thing by approaching the management to sort out your problems BEFORE taking the very difficult decision to disrupt your daughter. You have met with nothing but stalling tactics and inaction. I hope Bella settles well with her new carer, and I agree, you should complain to Ofsted and let them take up the challenge.
