have tried speaking to your local health visiting team? they use developmental norms in their checks, so they may be able to point you in the right direction.
you could look at it from another point of view, that developmental norms need to be used sensitively as parents may worry if their child does not meet their norms at the correct age or that should we be focusing stages not ages? like b23 and EYFS, the age bands used are very broad
what about children who will never reach some milestones, how does it make their parents feel?
Depends which way you look at it, you could argue both points
