Why are you making the planning application? I currently work for a council which has the same stipulations, but have been advised that so long as you dont go over your '6' under eights, then ofsted will be happy.
i have spoken to my local planning dept who say the issues are regarding noise levels, obstruction to other properties (cars for delivery and drop off of children)
