What are you getting at ?
Society doesn't discriminate against early years they use it. Staff don't discriminate they are working in it ? Does the Government discriminate ? yes it probably does, private providers and subscribers to day care finance it, the government doesn't subsidise it, which is why wages are so low, except of course for Sure start centres which provide unfair competition in the market and are government subsidised in the short term, but what happens to them when the subsidies dry up. If you want information be a little more specific.
